Assistance to PPCo UK with the preparation of the Decommissioning Plan, Safety Case, the project management including estimating, scheduling, preparation of bid documentation.

Detailed Description :

The work divided into separate sections. Firstly the practicality of the decommissioning method propsed by ode had to be proven:

  • Detailed engineering studies where carried out to check the loadings that would be induced in the platform during the refloat operations.
  • A comprehensive testing and inspection programme was developed to demonstrate that the structure had retained is integrity during its operational life.
  • The test skids where designed, fabricated and commissioned. Detailed work packs where prepared for each stage of the testing. The majority of the test work was by divers working subsea. Photographic data from fabrication and installation procedures retrieved from ode archives was used to allow precise description of the tasks to be completed.

At the same time ode was preparing the documentation that would support the selected decommissioning option as the BPEO.

  • Reports were prepared that provided comparison of cost, environmental impact, risk to personnel and to assets.
  • Data was prepared for inclusion into the Decommissioning Plan and for presentation to interested stakeholders either via the website or from information packs.
  • A Permits and Consents Register was set up to plan and monitor the progress of the decommissioning project through the approvals process.
  • Assistance was provided with the development of a risk register covering asset and corporate reputation risks.

ode also prepared the pre-qualification questionnaires and the Invitation to Bid (ITB) documentation used to allow PPCo UK to bid the project and to let the contracts for the removal and subsequent demolition of the Maureen Platform.
